H-2B Temporary Foreign Workes Program

June 8, 2016
Temporary Foreign Workers (click here) Program Trade union leaders, immigration policy experts and economists testified before the Senate Judiciary Subcommittee on Immigration regarding the impact of the H-2B Temporary Foreign Worker Program on the labor market. The H-2B visa program permits U.S. employers to temporarily hire foreign workers to perform non-agricultural labor and services. The program is capped at 66,000 workers but Congress passed a provision in 2015 that would potentially increase the number visas issued. Senator Jeff Sessions (R-AL) chairs this subcommittee hearing.

Steven Camarota from Center for Immigration Studies, Reseach Director- H2 Visas didn't require experience and American would be able to fill those jobs. The idea these are jobs Americans don't do is absurd.

Labor shortages have declined over resent years. The Wall Street firms asking for H2 Visas are not necessarily legitimate and more habit rather than maintaining good wages and benefits.

Biggest declines of jobs  were among the young. One-third of teenagers did not have jobs. The work ethnic begins at this critical time. Higher wages and benefits for our least educated American workers is necessary and should be pursued before issuing H2 Visas upon request that give these jobs to others.

Michael Cunningham states H2 Visas are issued for something like a Boiler Maker, but, other people are hired like welders.

Jeff Sessions states the GAO has under estimated available workers, ie: 8000 and it is these number that spawn wrongful allowances for H2 Visas. Dr. Steven A. Camarodo. Dr. Camarodo states there are often lower estimates than actually exists. Mr. Daniel Costa states there are returning workers under the Visas but employers don't seek them out. They simply find more new workers at low income wages. Senator Sessions want to address a bill to require returning workers to be included before more H2 Visas are issued. Senator Sessions state there are at least 115,000 H2 Visas are in the USA at any given time. Senator Sessions seems pleased at the committee results.

Jeff Sessions states the program is not slated to end and the funding for H2 Visas is expected to double. It is Wall Street cronyism. The American people are demanding better wages and Wall Street's answer is for their bought and paid for Senators and House will issue greater funding for cheap foreign labor.

Dr. Camarodo states there is no reason for the program at all. The funding could easily be put into other more important programs of the USA. The US Congress with a Republican majority is putting American workers out of jobs to favor their Wall Street cronies with H2 Visas as CORPORATE WELFARE. There is no shortage of workers in the USA. The program is not needed and is actively jeopardizing American workers. The H2 Visas taking jobs away from Americans can be considered 'scabs' that cross union picket lines to provide profits for the company while protesters are seeking better pay rates.

The H2 Visas are a direct threat to American labor, both in jobs and wages and benefits.

It is corruption and rarely discussed in it's content in politics. Those legislators that vote for doubling the funding of H2 Visas are corrupt and pander to their Wall Street bosses.

Michael Cunningham states there are unions with employees at the ready to travel to work anywhere in the USA. Mr. Cunningham states the companies requesting H2B Visas don't want to hire American construction workers. There have been workers that have applied to H2B jobs and were turned away. These people needed jobs and they were directly replaced with foreign labor.

Senator Tillis from North Carolina states there is no such problem in NC. Instead, the state is sponsoring training at Community College levels to achieve training for jobs in the H2B program. WHERE ARE THE STATISTICS in the successful placement of these American that cost the USA monies to train them. I guarantee you the 'interim Americans being trained' never are employed anyway. Tillis calls the retraining "Worker Reform." Nice title. Tillis states if the USA cancels H2B Visas there will be a loss of American jobs. Is that a lie or what, but, if one is listening for his master's voice Tillis will supply it.

I am sure that is true of the employment agencies that provide temporary workers. The H2B Visas are a direct threat to companies such as "Manpower." Temporary agencies. There are agencies that provide untrained labor.

Senator Sessions wants to have Americans working. That is obvious. It is not obvious with Tillis. Senator Sessions stated a company came to the USA needing 4000 employees. (That is probably across three shifts.) and between all the labor departments in the State it was able to provide all Americans to that demand with some degree of short term training. Senator Sessions is a Senator from Alabama.

Next time anyone at FOX News makes a statement about unemployment, remember who is taking jobs away from Americans.
Donald Trump addressed the Faith and Freedom Coalition. He was well received.

He stated freedom of faith is important and intends to bring the country together. Nations need to stand together to defeat Radical Islam. Because Hillary Clinton will not say the words "Radical Islam" she is not qualified to be in office.

Some peace demonstrators were in the hall, stood and chanted "Refugees are welcome here" and successfully interrupted Donald Trump's speech. The crowd started to shout "U.S.A." to drown out the protesters. Donald Trump states the protesters were very rude but it is all freedom of speech. He states, "These people are professional disrupters from the other campaign and Hillary Clinton plans to bring 100s of thousands of refugees to the USA."

Donald Trump focused on judges for obvious reasons, including the new Supreme Court Judge. The audience is clapping. They support his statements. There is no animosity in the room toward Donald Trump. His campaign is not falling apart.

He turned to police and how they need the support of the public.

Ah, oh. Hillary Clinton's appointment to the Supreme Court will radical and will destroy the rule of law. She will support Obamacare and Donald Trump will repeal and replace it.

He states Hillary Clinton has a Wall Street agenda and will put bureaucrats in change the taxes of the American people and the rates will skyrocket "big league." More and more people will be fiscally oppressed and minority communities will be plunged into despair. The Democrats have failed in every community across America, "I will turn things around."

I think that is a direct attack on local economics. I think it is a dog whistle to Wall Street.

Hillary Clinton has jeopardized the national security of our country with her loose handling of a private server. I don't know how President Obama can back her while he also states there is a federal investigation of her ongoing.

Donors to the Clinton Foundation have conflict of interest and own Hillary Clinton. Donald Trump states he will work for the American people. He spent $55 million on his nomination process candidacy. He always puts America first.

He promises a job program to lift Americans in the inner city out of poverty.

He ccompletes his speech to a standing ovation. He is not the least bit effective by any racism comments. People forget those types of issues or never heard about it in the first place. People want their issues dealt with and when that occurs other issues are trivial to them. Individual Americans don't feel empowered to do anything about such issues as racism, except, to comment on them online perhaps. When Americans are not involved with a political movement the issues are a distant concern to their own lives.

continued...
Secretary Clinton spoke at Planned Parenthood stating women's health care should be guaranteed and funding is vital.
Ben Jealous is leading a rally for Bernie Sanders in Washington, DC. Ben Jealous states the reason so many support Bernie Sanders is because the message has been consistent over decades. He notes that no matter where or when Bernie Sanders speaks the message has been the same. To Ben Jealous Bernie Sanders is the voice of freedom for Americans.

Ben Jealous states Bernie Sanders is the future.

Bernie Sanders states marijuana needs to be removed from the controlled substance list. He states addiction is a mental health issue and the USA needs a program to end such problems.  Bernie Sanders wants the best education for all people of the USA. Forty years ago an American could get a good job with a high school education. Today, public education has to be free into college to insure marketable skills. No one at the gathering believes that is radical.

Bernie Sanders wants every American child to understand when they apply themselves to school they will be able to enter college.

If government's job is to encourage people to do as well as they can, why is government punishing people for their debt? There needs to be a reduction in the student loan debt.

If Congress can bail out Wall Street and trillions of dollars on wars we should have not gotten into in the first place, then it can bail out students and build better economies, especially for minority populations trapped in poverty and fiscal abuse.

There is no reason for anyone to be turned away at our election polls.

There is a Latino community in the USA. It exists. The government has an obligation to hear them and act to address their concerns. There are 11 million people in the USA that have no legal rights and that has to change. Congress needs to act on comprehensive immigration reform. Where Congress does not act, Bernie will act with an Executive Order.

Native Americans are owed a debt of gratitude the country can never repay.

It sounds as though Bernie Sanders is headed for the Democratic Convention.

Bernie Sanders state scientists and Donald Trump do not see Earth the same way. There is more tragedy expected if the American people do not end abuse of fossil fuels. Bernie states we are the custodians of Earth and we have to pursue a moral return to use of energy with alternative energies. "We can save the planet."

He states Americans should reject the message of the media because real solutions are never presented. The choice between cutting education or environmental protection is a false choice.

There is affordable housing in European countries. There is no reason American is paying 50 or 60 percent for housing. We cannot accept fellow Americans are sleeping on the streets. We can change it.

Human needs important good and decent nutrition, affordable housing and eduction. Anerica has to guarantee health care as a right. Every ally in Europe provides health care, including Canada. It is a national embarrassment.  "Health care is a human right and not a privilege." The USA needs to pass a "Medicare Single Payer" system. The health care insurance companies and pharmaceutical companies has to be taken on to bring about relief for the American people. Last year the pharmaceutical industry made $50 billion in profit.

Bernie's campaign is "real change never takes place from the top down, but, first from the bottom up." Not long ago workers were not treated as human beings with seven day work weeks. The people formed unions and demanded rights.

The American people know how to build a better country. It has been accomplished over time with movements that demanded dedication and sacrifice. When Americans defined themselves within morality they persistent and their country is to be proud of.

The same movement that happened then has started again with the fight for a $15 minimum wage. What seemed radical only a year ago is today accepted as an answer to poverty,

The wealth of a nation in the hands of the 1 percent is unacceptable. The country's infrastructure is falling apart before our eyes while people sit idle without jobs.

Bernie Sanders states the American people are ready to lead their country into a political revolution.
