BRUSSELS — The European Union (click here) is set to extend by six months economic sanctions against Russia, calming fears that Greece’s acrimonious negotiations over its debt crisis might allow Russia to break the unity of the 28-nation bloc in its response to the conflict in Ukraine.

A decision to prolong the sanctions, which expire at the end of July, was made by European ambassadors in Brussels on Wednesday and is expected to be ratified at a meeting of foreign ministers early next week in Luxembourg, diplomats in Brussels said.


Moscow lobbied hard against a renewal of the sanctions, imposed last year in tandem with similar measures by the United States after Russia annexed Crimea in March and then provided support to separatist rebels in eastern Ukraine. Decisions on sanctions require unanimity, so Russia needed to win over only one European Union country to block an extension. But it failed in efforts to secure a blocking vote from any of the countries that have shown little enthusiasm for sanctions. These include Greece, Cyprus and Hungary, all of which Moscow has actively courted....



Okay, I think I've heard it all. If left wing media wants to defame Donald Trump for their own purposes, have at it. I am sure he can take care of himself. But, I am asked to believe Donald Trump paid $50.00 for 3 hours of time for thousands of people. Even for Donald Trump that is a stretch. Hundred of people, yes. Thousands of people, no.

You can't have it both ways. On one hand Donald Trump is going to displace other candidates from debates because he has a percentage approval rate and/or a base. Now today, he had no support in his audience in the room where he made an announcement

He made his announcement at Trump Towers. This is a picture of Trump Towers in NYC at Turtle Bay where some of the best eateries are located.

Anyone realize how many people work and live in Trump Towers? It is not an empty building where Mr. Trump and his family resides. 

It is completely reasonable to believe there are many people in Trump Towers that would enjoy a political campaign for Donald Trump. If a memo went out to the business and residents in Trump Towers a few days before the event, I  betcha many would turn out to hear him speak. 

Like I said, if the Left Wing media wants to defame Mr. Trump they are welcome to do that, but, his popularity in right wing politics is either real or not in order to displace other candidates from the debate stage.

...In general, (click here) how something does on social media is a bad way to gauge success. In politics? It's especially dumb, as we've noted before. We're comparing apples to cameras to a 1973 Deep Purple LP when we pit Donald Trump launching  Tuesday afternoon against Martin O'Malley launching on the weekend against Hillary Clinton launching a campaign that starts off 14 miles in front of the competition. And then we're using that comparison to try and predict tomorrow's lottery numbers. This is the first contested presidential campaign in which Facebook is so dominant. We have no baseline of comparison in politics....

I don't know how Mr. Trump measures his success in his campaign, but, all I've heard about Facebook and Twitter is the bragging of how many followers people and issues have.

Whatever.

I am glad everyone is having a good time with Donald Trump, but,...

...he does have a political base no differently than the Republicans have a base. The really interesting part of his base is that it is free people that do not have to contribute millions of dollars to participate in his enthusiasm. He has a positive uptick to those he represents. These are the folks disconnected from the political movement of the right wing with the exception of voting. These folks are listened to by Mr. Trump and he cares about their point of view a great deal. His ramblings are consistent over years. This is a his base.

I am happy for them. He is sincere and I do believe he has a sense of sanity to add to the political discourse in the USA. 

In regard to Mexico, he is correct, there are criminals coming across the border in any way they can including tunnels. But, they are not the majority of people. Whether one likes it or not the American news media (mostly print) have chronicled the people coming to the USA to work as day laborers. These are good decent people that were willing to believe they could find work to help their families at home. Some have been here long enough to have their families join them. Most of these magnificent people have strong religious beliefs. Many Catholic. They are advocated for by religious organizations and the Catholic Church and Pope that holds them deeply in their hearts.

The reason they come, and Mr. Trump is correct here as well in that they are from many countries other then Mexico, is because their lives in their homelands have become extremely bizarre and dangerous. Now, that isn't all of them and I qualified that. President Obama has also qualified the Undocumented that are written into his Executive Order. Criminals are to be either deported and/or held for trial if they have already committed crimes in the USA. 

But, the responsibility of the USA, which Mr. Trump doesn't see as important, is to resolve the turmoil in the countries south of our border. Much of the danger comes from drug cartels that use children, kill innocent people and in some instances are stronger in number and munitions than the sovereign government. The USA, in resolving to end the migration into the USA has a responsibility to assist our neighbors to the south to bring about a peaceful homeland for their people. It is in our best interest to do so. It is also in the interest of national security. Absolutely. 

So, while Mr. Trump is very frustrated with the circumstances as they exist, he needs to think about our national security and showing compassion toward people The Holy Sea values and advocates. The Vatican is as sovereign a city as any country. The USA has a relationship with the Vatican. The Vatican has always asked for compassion for their people. They ask that not just in the USA but internationally.

So, I am willing to accept Mr. Trump on his own terms and take what he says seriously, however, my filters to his words is not what he might expect or accept as reasonable. I wish him and his supporters a great deal of fun this political season.

It looks to me as though Bill is separating into Bill 1 and Bill 2.

The American people have provided very large military aircraft such as the C17 Globemaster to transport military personnel, supplies and equipment to anywhere in the world. There is no reason to believe the recruits cannot be transported with green fuel to an existing airbase.

The green fuel was designed by the military to cut expenses in jets. 

The military developed green fuel so their readiness would not be inhibited during the Climate Crisis. I sincerely believe if the military thinks this through and realizes how important green spaces such as the US Prairie is to mitigating the Climate Crisis, they will see things differently. While Congress wants to be a school yard bully to little animals I have never believed the military, when given perspective, makes hostile decisions.

Twenty-two of the House’s 34 Democrats got perfect grades based on eight bills the environmental group used for its measure. Another 11 scored the next highest mark, 88. Republicans’ scores were scattered, but only three House members got the caucus’ highest mark, 50 percent....

They think anybody can enlist. Many see the military as a last resort in a tough job market -- but always an option, the youth assume. Truth is, the class of 2014 now leaving high school will face more difficulty qualifying for the armed services than ever in the 40-year history of the all-volunteer force.
So Hoard tells them long before graduation day: Don't ever get caught with a joint. Work out, shed weight. And be extra careful about getting tattooed.
"We're turning down twice as many as before," said Hoard, who supervises the Army recruiting station in Grandview.
His office several years back needed to sign up 16 to 20 soldiers per month to meet recruiting targets. Now 10 or 12 will do....

We already know how completely hostile this demand from Congress is.

BASIC COMBAT TRAINING (click here)


the ten-week journey from civilian to soldier

Basic Combat Training (BCT) is a training course that transforms civilians into Soldiers. Over the course of ten weeks, recruits will learn basic tactical and survival skills along with how to shoot, rappel, and march. They will also learn the basics of Army life and military customs, including the Seven Core Army Values. 

What Army soldiers don't get in ten weeks, they get online. These are reforms recommended by the former Vice President that believes torture is a good thing.

So, for ten weeks desert training little animals that make our prairie special are suppose to die. I don't think so.

The USA military doesn't need to change their training facilities.

They want to mimic desert conditions. ???? The prairie where the Sage Grouse is being threatened is not a desert. 

Congress needs to stop finding political popularity in killing little animals. 

This is nonsense. Conservationists are valid people that can help resolve these problems. 

A few years back the US Navy wanted to put a practice airstrip in North Carolina. The military already chokes North Carolina thanks to Jesse Helms. The Sierra Club has been around a long time and has facilitated insight to bring about a resolve to where the natural world intersects with the US military. 

The Navy airstrip was right in the middle of a bird flyway. If the Navy built an airstrip there, they would have most if not all jets practicing there on the ground.

A bird flyway has migrating animals that are frequently protected by an international treaty. When the Navy finally stopped being silly and realized there would always be birds moving through the area, they changed their mind. These were not small birds. International treaties are important.

There are many deserts in the USA and already have conditions for the military to practice. I strongly suggest they seek REAL life conditions and not simply make a desert out of a prairie. 

Honestly. 

Edwards Air Force base in California can easily accommodate real life desert conditions in it's lake bed. That is only one facility that already exists. 

This hostile tone by Congress is absolute nonsense and is a 'political tone.'

You know where all these facilities are located? 

The Mojave Desert.

Every branch of the service, except the Coast Guard, has a facility that already exists in desert conditions. Wait. Let me guess. Training requires a place of millions of troops with extended training times of a year or more.

The USA has to be serious about the health of our military.

Senator Durbin is upset because there is need for medical research needed for our military. There is a higher level of cancers among the troops.

This is an abstract from 2009. It is basically a casual study to find any difference between US general population and US military personnel. It found a higher incidence in some cancers and states with this casual finding, the military requires more study to solve any health impacts. Health impacts are cancer, but, also the general wellness of the troops needs to be understood. 

Smoking cigarettes is considered a coping matter with soldiers. Does that mean they can't use electronic cigarettes to reduce their health implications?

The U.S. active-duty military population (click here) may differ from the U.S. general population in its exposure to cancer risk factors and access to medical care. Yet, it is not known if cancer incidence rates differ between these two populations. We therefore compared the incidence of four cancers common in U.S. adults (lung, colorectum, prostate, and breast cancers) and two cancers more common in U.S. young adults (testicular and cervical cancers) in the military and general populations. Data from the Department of Defense's Automated Central Tumor Registry (ACTUR) and the National Cancer Institute's Surveillance, Epidemiology, and End Results (SEER) nine cancer registries for the years 1990-2004 for persons aged 20-59 years were analyzed. Incidence rates were significantly lower in the military population for colorectal cancer in white men, lung cancer in white and black men and white women, and cervical cancer in black women. In contrast, incidence rates of breast and prostate cancers were significantly higher in the military among both whites and blacks. Incidence rates of testicular cancer did not differ between ACTUR and SEER. Although the numbers of diagnoses among military personnel were relatively small for temporal trend analysis, we found a more prominent increase in prostate cancer in ACTUR than in SEER. Overall, these results suggest that cancer patterns may differ between military and non-military populations. Further studies are needed to confirm these findings and explore contributing factors.

The fact is the American people have to be responsible for their military. Many have come out of the military and were high achievers including service in public office. They are incredibly wonderful people. But, we have also witnessed escalating problems with their mental health. 

There are dangers in the military that OSHA would never consent to and why then should they not be reviewed by OSHA and EPA to simply evaluate and make recommendations.

There are profound problems and as an example: Burning trash in open pits. The pollution is obvious, but, there are military personnel attending those fires and are exposed to the smoke that comes off these fires. There is some toxic stuff in the military. Their health is at risk. It might not show up immediately, but, eventually they will suffer. Carcinogens may not show up for 20 years or more; hence lung cancer from smoking tobacco.

We need to do this and measure the problems they are exposed to and find ways to intervene for their benefit.  

The Republican Neocons are very disturbed over Daesh.

These are religious and sectarian wars. There is little to no role for the USA here. The presence of the USA adds to the fatality rates in any of these wars and it serves no purpose. That is exactly what we were experiencing in Iraq.

A public letter written (click here) by Haj Mullah Akhtar Mohammad Mansour of the Taliban to ISIS leader Abu Bakr al-Baghdadi was shared online. The terrorist groups had previously declared jihad on each other in April 2015, much to the delight of the international community. The public correspondence between the two comes days after ISIS in Afghanistan (AKA “Khorasan” in ISIS terminology) released a video showing the decapitation of a captured Taliban member. You can watch that here. The letter is long and rambling, containing many eschatological (Oxford English Dictionary - In the context of mysticism, the phrase refers metaphorically to the end of ordinary reality and reunion with the Divine. It is a sophisticated way of way jihad.) references, but in the end can be summarized as an offer of peace in lieu of shared common enemies: Americans....

I suppose the GDP wasn't where it should be. We have our own problems.

A 20-year-old college student (click here) from Queens has been arrested for allegedly taking steps to plan to attack targets in the metropolitan area on behalf of ISIS.
Munther Omar Saleh appeared in federal court Saturday following a three month federal investigation.
Saleh conducted online searches on building explosives and was eluding law enforcement, authorities say. He was arrested earlier this month near the Whitestone Bridge.
According to investigators, he expressed interest to a confidential informant in conducting ISIS-style jihad in the New York metropolitan area.
Saleh thought al-Qaeda was getting soft and was "making efforts to prepare an explosive device for detonation" in New York, according to a criminal complaint unsealed Tuesday.... 

No doubt a land without Sharia Law is disrubing. Allah just doesn't deliver as fast has he should. 

...On Sept. 10, 2014, Saleh tweeted, "I fear AQ", meaning Al Qaeda, "could be getting too moderate"....

Indeed, no doubt he was going to prove to be better than the underwear bomber.

...He is a U.S. citizen, and an aeronautics student from Queens studying electrical circuitry....

He openly consented to all sorts of killing methodology. Why aren't deans more sensitive to this mess? The FBI was tracking him. What is so difficult about the FBI being respected on campus in the way that is helpful to secure the people and students on campus and off campus? 

If a dean suspended or better yet expelled a student with desires to kill and it is obvious beyond an occasional or casual statement it would provide better outcomes for their security force as well. Colleges and universities have counseling services. They could be exhausted before decisions are made about a student's status. Counseling services are confidential and not part of the student's record. 

What bothers me about this is the fact he could have practiced his skills on his classmates. Please think about it.

...Saleh was accused of being a "fervent supporter" of ISIS and offering to translate Islamic State propaganda into English. He was tracked through his online activities....

The idea guns should be tolerated on campus and otherwise is hideous. It isn't the average student that will want the responsibility of a gun.

The political vapors want to talk about the increases and not the decreases.

Not all insurance companies are going to see the same result. Some CEOs saw an opportunity to be taken seriously and made their policies more attractive right from the start. 

We all know if a health insurance is to work it will have to invite enough members to keep it affordable. The companies that didn't have a vision for the future are having problems. They are now experiencing higher expenses for each member. So, there are increases for those companies.

Insurance companies (click here) have begun announcing rate increases for the health care plans they will sell next year on the Obamacare marketplaces, and a handy new website from the federal government makes searching for rate change requests easier than ever.
Some of the rate increases are substantial. But for several reasons, simply looking at the current numbers can be misleading.
And when my colleague Reed Abelson wrote about requests that are coming in, she also noted that some rates are coming down.... 

In order to compete initially, there is a better than 50 percent chance the insurance companies asking for increases under rated their costs intentionally. I would expect the Executive Branch to scrutinize the rate increases for their moral content as well. If there are companies providing for decreases they have to be assessed for their efficency. 

It seems to me insurance companies that are demanding increases never did their homework in the first place. They can't compete anymore. What good are they?

...Customer loyalty is lower than many experts expected: More than a quarter of 2014 customers switched plans for 2015 — many, according to a recent survey, to get a better deal....

I will be changing health insurance companies for 2016. I had to file three complaints with the state regarding breaches in contract. I have a physical/paper copy of my contract. I have had to copy the contract three times to file my complaints. 

I was feeling badly I had three complaints currently, so I called the state's office of insurance compliance. I wanted to know why I was running across so many contract compliance problems. I was told I was not the exception. 

The waiting time for complaints was far beyond the 30 days to reply from the company. I was also told the agency has budget cuts and less personnel, but, they were getting far higher numbers of complaints about breaches in contracts. 

The point is the companies that are not living up to their contracts, may have far less personnel processing claims according to the contract. 

One of my medications was a Tier 2 drug and it was treated as a 'special permission' medication and the insurance refused to pay it. My doctor had to write to the company to bring about coverage beyond the 30 days they were required to provide. I had been taking that medication over 6 years. 

The entire dynamics is complicated and is impacted for many reasons. This is not simply the health care insurance system is proving to be more expensive than expected. There are significant problems by lack of funding for processing in government offices and at the insurance companies.

Americans need to make their choices and wade through a few years until this mess finally settles down. Besides that I know there if fraud by MDs offices and their billing contractors besides.  

This is what occurs when private industry is involved. We all remember how we got here in the first place. People died because of decisions by health care insurance companies.  

There are no angels and devils here. What is here is reality and it is still scary. 

FEMA funding. This should have been enacted a couple of decades ago.

The Committee also strongly supports hazard mitigation programs.  For every $1 invested in mitigation, $4 can be saved in disaster recovery.  For that reason, $165 million above the FY2015 enacted level amounts are recommended in mitigation programs, including $190 million for Flood Hazard Mapping and Risk Assessment Program and $100 million for the Pre-Disaster Mitigation Grant Program.

Why is prevention seen as a bother to federal legislators? Funding disaster after it happens is not reverent to the lives of Americans.

This is interesting.

Immigration & Customs Enforcement (ICE) – The bill includes $5.81 billion for ICE, $143 million below the FY2015 enacted level.  It continues support for enhancements provided in FY2015 and includes funding for 34,000 detention beds, additional teams targeting at-large criminal aliens and those who overstay their visas, and for human trafficking and other domestic and international investigative activities.

Why would there be less need and a drop in funding for ICE?

The President's Executive Order shifted the demand for ICE from overwhelmed to manageable. That was his first Executive Order.

On June 15th, Secretary of Homeland Security Janet Napolitano (click here) announced that effective immediately, certain young people who were brought to the United States as young children, do not present a risk to national security or public safety, and meet several key criteria will be considered for relief from removal from the country or from entering into removal proceedings.
DHS is in the process of implementing this new guidance, known as Deferred Action, and will continue to update the resources below.

When immigration reform is finally passed by the Congress, the needs of ICE will drop dramatically.

Deffered Action is not a gift, unless, one is talking about the tax burden and national debt of the USA. 

This is a waste of money.

National Protection and Programs Directorate (NPPD) – The bill includes $1.638 billion, an increase of $135 million above the FY2015 enacted level.  This funding includes $1.45 billion in fees for the Federal Protective Service.  Cybersecurity efforts, including protection of civilian Federal networks, are fully supported at $830 million, as is $16 million in cybersecurity pay reform.  Additional activities are funded, including the Office of Bombing Prevention, priority communications upgrades so that designated calls can be placed on the most current technology during disasters and emergencies, and an upgrade to the DHS biometric identification system.

Americans have witnessed the grossly antiquated federal computer system when the Affordable Care Act market was first opened. It is pitiful. The best way to handle cybersecurity is for bidding by private contractors KNOWN to have a track record. I am sure President Obama would invite those that built the ACA computer platform to bid on this problem of the USA.

My goodness there is a serpent in the US desert.

One of the statements by Mr. Trump was that he would build a wall at the southern border.

The first wall that was placed at the USA border was swallowed up by the desert. This desert was pristine before the antics of placing a wall.  

The thing is this, it is a political wall. It was placed their by a hostile Congress to poke conservationists in the eye. If one peruse the annals of the New York Times, one will find a myriad of articles about this desert and the people that died there.

There was no reason to spend all that money for a 'sink proof' wall. This is a political wall in the desert. All that had to be done was to prohibit water stations in the desert to prohibit migration of people that might cross there. 

People got upset about the illegals crossing and dying. So, there were some Americans that got together and interested in humanitarian causes placed water stations at critical places in the desert. It was never the intention to encourage illegal immigration, but, it was their intention to keep them allve while they were crossing the desert. Their disposition after they made the walk (it is very difficult to walk on sand, especially desert sand that is not saturated with tidal waters) was entirely up to the law.

The illegal immigrants are still dying because they now come across a wall they cannot climb. They have to walk along the wall for a weakness or return to Mexico. They don't necessarily make it. So, the idea that the USA is not killing people with it's desert wall and the illegals are returning back to Mexico to tell their tale is very naive.  

There are many ways of ending the migration north to the USA. It begins with border guards to return people to their homelands and ends with a vibrant Mexican economy void of drug cartels. The only way the end to drug cartels is going to happen is to legalize drugs in the USA with supervision by MDs. 

It took California three tries before they found a solution to their illegal crossings. It was expensive.

So, the illegal crossing of our southern border is very complicated. No wall is the absolute answer. And the cost to the USA in building and maintaining it is significant.

John Dillanger (click here) was a repeat offender in prison breaks. His first prison break was due to his gang infiltrating the prison guards. The second time he was imprisoned it was from a facility that was escape-proof in Lake County, Indiana. These prison breaks were in 1933 and 1934.

Prison breaks have occurred within most allied democracies Japan, the UK, France, Germany and Australia. 

This is going to be a little alarming, but, there have been consistent prison breaks in most democracies in the last few years. Probably because of budget cuts. The last one in the USA before Sweat and Matt, was September 11, 2014 in Ohio. There were two, Lane and Opperund. They were each caught separately within 8 hours of their escape discovery. Get this though, Lane age 19, escaped first and then and separately Opperund left the prison. 

Willie Sutton was an interesting character, too. It was the same time Dillanger was at his worst. His preference was robbery.

...Sutton was apprehended on February 5, 1934 (click here) and was sentenced to serve 25 to 50 years in Eastern State Penitentiary, Philadelphia, Pennsylvania, for the machine gun robbery of the Corn Exchange Bank. On April 3, 1945, Sutton was one of 12 convicts who escaped the institution through a tunnel. Sutton was recaptured the same day by Philadelphia police officers; this had been his fifth escape attempt at this prison.
 
Sentenced to life imprisonment as a fourth time offender, Sutton was transferred to the Philadelphia County Prison, Homesburg, Pennsylvania. On February 10, 1947, Sutton and other prisoners dressed as prison guards. The men carried two ladders across the prison yard to the wall after dark. When the prison’s searchlights hit him, Sutton yelled, “It’s okay,” and no one stopped him.

On March 20, 1950, Willie “The Actor” Sutton was added to the FBI’s list of Ten Most Wanted Fugitives. Because of his love for expensive clothes, Sutton’s photograph was given to tailors as well as police departments. A 24-year-old tailor’s son recognized Sutton on the New York subway on February 18, 1952 and followed him to a local gas station where Sutton purchased a battery for his car. The man reported the incident to the police who later arrested Sutton....

Some of the lowest youth unemployment rate occured during the years of the Clinton Administration.

Targeting youth unemployment, (click here) Hillary Rodham Clinton plans to propose tax credits to encourage businesses to train young people and offer apprenticeships to develop lifelong job skills.

Clinton's campaign said she would outline a proposed tax credit of $1,500 for every apprentice that a business hires during a forum Wednesday at Trident Technical College in North Charleston, South Carolina. The state holds the first-in-the-South presidential primary.
The Democratic presidential candidate said last weekend she would begin outlining policy proposals during the summer, and the economic agenda item aims to connect with young workers and black young adults. The May unemployment rate for workers age 18 to 34 was 7.8 percent, more than 2 percentage points higher than the national average, while unemployment for young black adults was 14.6 percent....

Youth unemployment went from nine percent in the first quarter of 2000 to nineteen percent in the first quarter of 2010. Since the global economic collapse President Obama has successfully reduced youth unemployment to levels before the Presidency of Bill Clinton. The economics of former President Bill Clinton brought youth unemployment to some of it's lowest levels in the USA.

Now, the former Secretary wants to strength the resolve of USA business to invest in our youth's future. It will be the first time there has been such a program proposed to provide the very incentive business needs to provide employment.

When the collapse of 2008 occurred an entire generation of Americans were left without the hope of work. This tax credit could be the beginning of our young people getting a foothold on work and promoting a much larger and thriving economy. 

Depending on how many young people are hired in a year there will be smaller tax bills for the business. But, depending on the gross salary the young people make in one year they may have to pay taxes as well. The $1500 incentive is nearly negated by the fact the economy will increase with more circulating currency and taxes paid by young Americans.
